Summary: After years of adding new chemical plant locations under a decentralized structure, the Company (as it is referred to throughout this paper) decided to take a centralized approach to their security system maintenance and equipment requirements. ADT developed a program to help the Company improve efficiency, support compliance with federal regulations and address both long and short term security goals. Project Scope: As a large chemical company operating through several segments, the Company has 40 sites where they wanted to implement an integrated security management program encompassing perimeter protection, access control and video surveillance solutions along with a standardized maintenance program. It was critical that these sites have emergency response availability 24 hours a day, 7 days a week. Challenge
As the Company grew over time it added plant locations under a decentralized structure. Growth in this manner can often create challenges for plant management, particularly as it relates to equipment standardization and maintenance procedures. This was found to be especially true when it came to the Company’s security systems. During a proactive security assessment of its facilities, the Chemical Company realized the majority of its sites had acted individually when installing security systems, resulting in a mix of suppliers and brands of equipment. While the systems were performing as needed, the lack of standardization and disparate equipment maintenance agreements were not cost effective nor would they meet the Company’s long-term security objectives as new technologies became available. Solution Needs Assessment. Having had an existing relationship with ADT , the Chemical Company turned to us to assist them in creating a streamlined maintenance program for their 40 sites. They also requested ADT to assist them in developing a fully integrated security system maintenance standard to address perimeter protection, access control, video surveillance, gates and fencing. Consolidated/Standardized Maintenance. For the first step in meeting the maintenance requirements of the Company, ADT dedicated 2 associates to address the Company’s needs and established a toll-free number, available 24 hours a day, 7 days a week, to be used by representatives at the Company’s 40 locations to report security equipment problems or concerns. During normal business hours, calls go through the normal dispatch process and are routed to the two ADT associates who are dedicated to the Company. During non-business hours, calls are routed through ADT call center to the two dedicated employees to help address the Company’s concerns. Consolidated Reporting. ADT implemented a stringent reporting system to help keep the Company’s management informed of equipment related issues and maintenance status. This includes a weekly report of maintenance calls and their resolution status as well as the status of the bi-annual preventative maintenance plan established by the Company. Also incorporated into the report, is ADT’s performance in response to service calls. For instance, the expected call back time from when a service issue is reported to ADT is within 15 minutes. Dispatch timeframes, which are determined by the nature of the equipment as well as the problem, are outlined and ADT is measured against meeting those preset goals. Frequent communication with the Company’s corporate team ensures they remain informed at all times. Standardization. In addition to the overall maintenance program, ADT is also helping to establish security system standards for the Company’s locations. Going forward, any new replacement systems or upgrades will be required to meet proposed standards. The centralized approach to both the maintenance aspect and the system standardization is helping the Company meet its objectives. The Company now has a seamless maintenance program at the 40 sites that are part of the initial phase of the maintenance program implementation. Timeframes for dispatch and resolution for typical problems are the same across all sites as is the reporting structure. This makes it easy for both plant and corporate management to quickly identify problems and how and when they will be resolved. It also provides a snapshot of the status across all of the locations so management can identify trends and proactively resolve issues before they escalate.
Results By centralizing security system maintenance as well as developing security system standards across their locations, the Company is in a better position to comply with the Department of Homeland Security’s Chemical Facility Anti Terrorism Standards (CFATS) as they are released. The ADT Advanced Integration Division team is monitoring the Department of Homeland Security’s new CFATS requirements and is helping the Company implement procedures and systems to comply with the anticipated new requirements.
